The only reference I know of for Webagail is the character from Disney's 'Duck Tails' - The context of the quote is probably hidden in one of the episodes...
Sorry, I'm not 'man' enough to spend hours and hours watching reruns of 'Duck Tails' to find the specifics. I don't even know if it is available (on DVD or VHS)
This mysterious quote is from the all-American-all-time-favorite cartoon, Duck Tales. (Tales, as in a story or drama. And, we all know Hewey, Dewey, Louie, and Webigail had dramas of their own!)
Well, Y'all are right!
And the quote is in one episode. It comes from a talking harp that was stolen from a large beast that is calmed only by this harp.
