"But now the righteousness of God has been manifested apart from the law, although the Law and the Prophets bear witness to it-- the righteousness of God through faith in Jesus Christ for all who believe. For there is no distinction: for all have sinned and fall short of the glory of God, and are justified by his grace as a gift, through the redemption that is in Christ Jesus, whom God put forward as a propitiation by his blood, to be received by faith. This was to show God's righteousness, because in his divine forbearance he had passed over former sins. It was to show his righteousness at the present time, so that he might be just and the justifier of the one who has faith in Jesus."

The Long version:
Romans 3:21-26
The Righteousness of God through Faith
21. But now the correctness/justice/righteousness of God has been made known/clear/visible seperate from the Law of God, although the Law of God and His Prophets testify to His righteousness --
22. the righteousness of God through confidence in Jesus Christ for everyone who believes. For there is no separation/difference:
23. for everyone has missed the mark and falls short of the Praise/Honor/Glory of God,
24. and are shown to be/declared right with God by His unmerritted favor/unearned kindness as a gift, through our release from the condemnation of the Law of God by the payment of ransom that is in Christ Jesus,
25. whom God displayed publicly on the Cross as a way to appease God's Wrath for our sins in Christ's blood through Confidence in Christ Jesus. This was to prove God's righteousness, because in His divine delaying of wrath He let go the sins that were committed before Christ's payment.
26. It was to prove His righteousness at the present time/now, so that He might be correct/righteous/just and the one who proves us to be the same through/on account of Christ Jesus if we have confidence in Jesus.
My comments:
21. Here Paul turns from the condemnation of the Law and says that we can be right with God apart from the Law. This is something that to the Jew is unbelievable! Paul ends this phrase by saying that this right relationship with God apart from the Law of God was written in the O.T. and it was what the Prophets talked about...the comming Messiah!
22. The right relationship with God is through confidence in Jesus Christ! For those under the Law and apart from the Law...because there is no difference between the two! (Paul talks more about how we know we have this faith/confidence in Christ in Romans Chapter 10 starting at verse 8!)
23. Everyone is the same, those under the law and apart from the law, because...Paul spent the last 3 chapters building his point (the law is written on the hearts of all men)...all have sinned and fall short of the standard set by God - Perfection!
24. The law condemns us by this standard, but we are proved to be right with God by His Grace alone! His Grace sent Jesus to the Cross to make the Payment required by the Law for our sins.
25. God sent Jesus to the Cross, a public Sacrifice to appease God's wrath and the due penalty for sin according to the law. This proved that God is righteous.
This last part is Awesome!
God passed over the former sins...one God passed over the sins and didn't give the just punishment to the people between the flood and Christ! Also, for us, before we have confidence in Jesus, God passes over our sins until we come into a right relationship with Him through Christ!
This does not mean however, that at the end of time, His wrath will not be pourd out to those who do not have confidence in the payment by Jesus Christ!
Until that time, the Wrath of God is being stored up!
26. All this proves God's righteousness! He is waiting for us to accept His free gift! God is not pouring out His wrath, He is giving us a shot/waiting with open arms for us to run to Him!
The price for our short comings has been paid. Jesus Christ paid the ultimate price on the Cross. He was scorged and beaten and crucified on the Cross while bearing our sins. He died and defeated death! Rising again on the thrid day and is now seated next to God the Father making intersesion to the Father for us!
The price has been payed! Christ is the Way the Truth and the Life. If you believe that His payment is sufficient and He is LORD of you life -- that is confidence! You will be heirs with Jesus Christ and inherit Eternal Life!!!!

Hey Dave,
I only want to challenge you on one thing. The word that is translated "fall short" everywhere else in the New Testament is translated "lack."
I think that this verse is really supposed to carry the idea that we "lack" the glory of God.
Like when God first created man, He designed them to fellowship in His glory with Him. Not that we were to be glorious, but we were designed to partake in His glory.
But when sin entered the world we were cut off from fellowship with God in the fullness of the sense.
So I believe the idea here is that we lack what we were meant to have because of sin, and we no longer get to experience the full glory of God in our lives.
It is of course true that we can't fulfill the law and meet that standard. And because of that we are sinners. But I think verse 23 is meant to go deeper than just falling short of God's glorious standard, but that we lack what we were designed to have in the first place.
I would agree that it carries both meanings.
1. That we lack what we were created for. And can only receive that back through Christ Jesus.
2. That we have all because of sin not upheld our part of the original covenant. And because of that are also outside of a right relationship with God.
My only hesitation with the whole "lack" meaning is that we do not ascribe God's Glory to ourselves, that is for Him and Him alone.
This statement is why I agree with you. "Like when God first created man, He designed them to fellowship in His glory with Him. Not that we were to be glorious, but we were designed to partake in His glory."
But I am still cautious about that standpoint because of mistinterpretation/misapplication.

God's righteousness is Given, not earned,
Vs. 21-24!!!!
But now = Righteousness of God...no one has it!
Godless/Lifeless/Hopeless in and of ourselves.
But righteousness is given as a gift! (vs. 24)

God took the test for us...and offers us Grace as a Gift!
based on the Redemptive Work of Christ,
We are judged not guilty through the Redemption of Jesus!!!
Kind of like the Queens Pardon in Canada.
Remitted, Pardoned, Released!
If a person is convicted of a crime in Canada...it stays on their record.
There was once a man (can't mention his name) who was convicted of a horible crime, served his time, completely changed through Christ...but because this was on his record once he got out of prison, couldn't get work anywhere.
He applied for the Queens Pardon and received it...this completely cleared his record.
Jesus does this for us...our sin stays with us...but as soon as we appeal to Christ, He washes it way like it was never there!
Propitiation -- To Satisfy the Wrath of a Just and Holy God.
God is never angry with me again! It was satisfied in Christ!
However God does Chasten and Disapline me...but it is out of Love!!!!!
