Romans 13:1-7

Submission to the Authorities
"Let every person be subject to the governing authorities. For there is no authority except from God, and those that exist have been instituted by God. Therefore whoever resists the authorities resists what God has appointed, and those who resist will incur judgment. For rulers are not a terror to good conduct, but to bad. Would you have no fear of the one who is in authority? Then do what is good, and you will receive his approval, for he is God's servant for your good. But if you do wrong, be afraid, for he does not bear the sword in vain. For he is the servant of God, an avenger who carries out God's wrath on the wrongdoer. Therefore one must be in subjection, not only to avoid God's wrath but also for the sake of conscience. For the same reason you also pay taxes, for the authorities are ministers of God, attending to this very thing. Pay to all what is owed to them: taxes to whom taxes are owed, revenue to whom revenue is owed, respect to whom respect is owed, honor to whom honor is owed."

Submission to the Authorities/Be Subject to Government

1. Let every person be subject/rank under/obedient to the governing/superior authorities. For there is no authority except/if not from God, and those that exist/I am/to be are established by God.

2. Therefore whoever resists/withstands/opposite/against the authorities resists/withstands/opposite/against what God has appointed/instituted, and those who resist/withstand/opposite/against will incur/receive judgment.

3. For rulers are not a terror/fear to good conduct/behavior/work, but to bad/evil. Would you have no fear of the one who is in authority? Then do what is good, and you will receive/have his approval/praise,

4. for he is God's servant/minister for your good. But if you do wrong/evil, be afraid, for he does not bear/wear/carry (constantly) the sword in vain. For he is the servant/minister of God, an avenger who brings wrath on the one who practices/does evil/bad.

5. Therefore on must be in subjection/rank under/obey, not only to avoid God's wrath but also for the sake of conscience.

6. For the same reason you also pay/fulfill/complete taxes/tribute, for the authorities are ministers/public servants of God, attending/devoted to this very thing.

7. Pay/give up/give back to all what is owed/a debt to them: taxes to whom taxes are owed, revenue/toll to whom revenue/toll is owed, respect/fear to whom respect/fear is owed, honor/valuing to whom honor/valuing is owed.

My Comments:

1. God is the author of all Authority and He has placed Governments on this earth. Paul is commanding us to obey them.
However, we are to obey God above all else(the 1st Commandment)! We must obey God before we obey our Governing Authority on Earth. If a law of an earthly government goes against God's laws, we should always obey God's laws!

2. But if the laws of earthly governments don't go against God's laws, and we resist them, we are resisting God and will receive just judgment (from both man and God).

3. These Governments are not to be a terror to those who do good, but to those who do bad. If you don't want to be afraid of the Governing Authorities, then obey them!
Ex. If you don't want to be afaid that you are going to get pulled over for speeding and get a ticket, loose points off your license, and have a nice dent put in you bank account: THEN DON'T SPEED! Obey the laws of the Government!

4. God has put them (governments) into place! They are there to protect us, and if we break their rules, that is why God has given them the authority to punish. They are His servants and bring about His vengence and wrath on those who do evil.
God has chosen to work this way. Not that this is the only way that He brings about His vengence and wrath.

5. So for the sake of avoiding God's wrath and for our own peace of mind, we should obey the Government.

6. This is also why we pay taxes. So that the governments can continue to protect us.

7. But more than just the Government, we are to pay back anything that we owe to whomever we owe it to.

Caution: This verse, if taken out of context can be used to force submission! We are called to "Test" everything. If anything contradicts what the Bible says, we should obey the Bible over that institution!

The Christian and Government

We are citizens of 2 Kingdoms!
God's and one of the worlds.
Where is your Allegence?

Was it O.K. for Martin Luther King to break the law of the Southern States?

1. Source and Authority of Government (1-2)
Government is instituted by God! Blatently Clear in this passage!
God is very active in politices
He controls the outcomes -- He is sovergein!
God uses evil Governments to fulfill His purposes as well as good Governments.
(Daniel 2:21, 4:17 and John 19:11 God gives governments authority, in John the same word Pilot uses for Authority is what Paul uses in this chapter)
(Jer 25:8-9 and chapter 27 evil government used to fulfill Gods purpose)

2. The purpose of government (3-4) To promote the good of all men through the punishment of evil and the maintanence of Social order.
General/Common Grace from God is given to all people regardless of their response to Him. This is partially shown through Government.

3. The Christians' response to government (5-7)
Live in subjection to Government.
This is wider in application that just obediance (vs 7)
We should be the model citizens!
And actively involved!

The penalty that good men pay for not being interested in politics, is to be governed by those worse than themselves!

4. But what about.....?
Is it o.k. to disobey government?
Yes, and No!

Yes: When government asks us to disobey God. "We must obey God, rather than men" Peter in Acts 25

Yes: When government asks us to commit an immoral act.

Yes: When Government is so corrupt and laws need to be changed!
M.L.K. and current China and the American Revolution.

No and Sum: We are to be subject to government unless it violates God's laws.

Our ultimate allegense is to God!!!
