The Message of Salvation to All
"For Moses writes about the righteousness that is based on the law, that the person who does the commandments shall live by them. But the righteousness based on faith says, 'Do not say in your heart, "Who will ascend into heaven?"' (that is, to bring Christ down) or '"Who will descend into the abyss?"' (that is, to bring Christ up from the dead). But what does it say? 'The word is near you, in your mouth and in your heart' (that is, the word of faith that we proclaim); because, if you confess with your mouth that Jesus is Lord and believe in your heart that God raised him from the dead, you will be saved. For with the heart one believes and is justified, and with the mouth one confesses and is saved. For the Scripture says, 'Everyone who believes in him will not be put to shame.' For there is no distinction between Jew and Greek; the same Lord is Lord of all, bestowing his riches on all who call on him. For 'everyone who calls on the name of the Lord will be saved.'"

6. But the righteousness/correctness/innocense/justness based on faith/trust/confidence (in Christ) says, 'Do not say in your heart, "Who will ascend into heaven?"' (that is, to bring Christ down)

7. or '"Who will descend into the abyss?"' (that is, to bring Christ up from the dead).

8. But what does it say? The word is near you, in your mouth and in your heart (that is, the word of faith/trust/confidence (in Christ) that we proclaim);

9. because, if you confess/speak the same/agree with your mouth that Jesus is Lord/Master/Owner and believe/trust/have confidence (in Christ) in your heart that God raised him from the dead, you will be saved.

10. For with the heart on believes/trusts/has confidence and is justified/declared righteous/right/innocent/correct, and with the mouth one confesses and is saved.

11. For the Scripture says, 'Everyone who believes/trusts/has confidence (in Christ) in him (Christ) will not be put to shame/disgrace/dishonor.'

12. For there is no distinction/difference/separation between Jew and Greek; the same Lord is Lord of all, bestowing his riches on all who call on him.

13. For 'everyone who calls on the name/authority of the Lord/Master/Owner will be saved.'

My Comments:

5. This is not self-established righteousness.
Paul quotes Leviticus 18:5 "You shall therefore keep my statutes and my rules; if a person deos them, he shall live by them: I am the LORD."
This is God's redemptive grace, requiring a response from people.

6.-8. The law shows God's salvation cannot be gained by man's works, but only by God's divine grace. Deuteronomy 30 is a perfect example. of a return from exile/judgement and its ultimate fulfillment is in Christ.

9. Both confession and a heart belief are needed for Salvation. They cannot be separated.

10. The heart...soul is where we believe and this belief or Faith is the very thing that God uses to Justify us! Ad with the mouth we confess our belief and are saved!

Again, this belief is a gift from God. One cannot believe without God first revealing Himself.

11. Paul is agreeing with the Scriptures: That the one who puts his faith in Christ will not be put to shame!! This is an amazing promise! The Christian life is a hard one...walking the narrow road when the entire world could careless about your values and tries to force to to go against them. A world where Christians are increasingly pursecuted (just look at the courts in this country and what they are doing and also many closed countries).
Yet, we will not be put to shame! God is our justifier, not the World, and in the end, we will receive our just reward!!!

12.-13. check out Joel 2:32
"And it shall come to pass that everyone who calls on the name of the LORD shall be saved. For in Mount Zion and in Jerusalem there shall be those who escape, as the LORD has said, and among the survivors shall be those whom the LORD calls."
All who call on the LORD will be saved...just just some, but ALL!!!!
